Update: India issues preliminary anti-dumping findings on PVC imports from seven countries

Seven months after initiating an anti-dumping investigation into PVC imports, Indian authorities have released preliminary findings as of 30 October 2024, recommending significant tariffs on numerous producers from China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the United States.

The investigation began in March 2024 following a petition by domestic producers Chemplast Cuddalore Vinyls Limited (CCVL), DCM Shriram Limited, and DCW Limited, who claimed that a sharp rise in PVC imports from these nations had severely impacted India’s PVC industry. The petitioners argued that the flood of imported PVC, particularly suspension-grade products, threatened local market stability and profitability, necessitating protective tariffs.

As part of the investigation, the Directorate General of Trade Remedies (DGTR) distributed detailed questionnaires to 41 identified producers from the subject countries and 61 known Indian importers and users of PVC categorized under HS code 39041020. The data collected from these responses formed the basis of the preliminary findings. While the report provides a framework for duties, industry observers have noted concerns regarding the scope and methodology of the data assessment, questioning its reflection of the broader market trends.

Stakeholders from both domestic and foreign entities now have a 30-day window to review the findings and submit objections. Their input will be taken into account before the authorities issue a final decision.
