The Indian High Court has issued a standing order extending the deadline for the ongoing anti-dumping investigation into PVC imports by one month, market sources report. The investigation, launched on 26 March 2024 in response to a petition from major domestic producers, examines allegations that imports from China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the United States have inflicted significant harm on India's PVC industry. Under constitutional provisions, authorities were initially required to issue their final findings within 12 months of the probe’s initiation. However, the latest ruling grants an extension, allowing additional time for a conclusive determination.
As previously reported, Indian authorities released preliminary findings on 30 October 2024, recommending significant tariffs on various producers from the seven targeted countries. The prolonged uncertainty over the final ruling has disrupted the Indian PVC market in recent months.
“However, the market are increasingly inured to the possible outcomes of the probe. Most major PVC suppliers to India are facing duties, leaving buyers with limited options for stable supply. If the proposed tariffs come into effect, Indian buyers will see higher production costs rather than a meaningful shift in supply dynamics,” an industry source commented.
The investigation also intersects with broader trade tensions, particularly the aggressive policies implemented by the United States earlier this year, including proposed reciprocal tariffs on all US trade partners. On 27 February, Bloomberg reported that the Indian government was exploring measures to lower duties on certain US imports—including automobiles, agricultural products, chemicals, critical pharmaceuticals, and medical devices—to mitigate the impact of potential US retaliatory tariffs. This development has added another layer of complexity to the ongoing anti-dumping case, as US suppliers could face some of the highest levies under the proposed measures.
