Aster Chemicals and Energy Pte Ltd has entered into a definitive agreement with PCS Pte Ltd (PCS) to acquire the latter’s entire 50% beneficial interest in a Condensate Splitter Unit (CSU) and associated infrastructure on Jurong Island—securing full ownership of the strategic asset.
The acquisition marks a significant step in Aster’s ongoing expansion drive, reinforcing its refining and petrochemical footprint in Southeast Asia. The deal includes critical infrastructure such as a floating roof crude tank, two fixed roof crude recirculation tanks, and a fixed roof Kero tank outfitted with advanced mixing and sampling systems—key components that will enable greater operational agility and feedstock handling efficiency.
Post-acquisition, Aster intends to undertake a major rejuvenation programme for the CSU, aiming to boost total processing capacity from 237,000 barrels per day to over 300,000 barrels per day. This upgrade will facilitate tighter integration with Aster’s downstream chemical and refining operations across Bukom and Jurong Islands, supporting its broader strategy of vertical integration.

With this enhanced asset base, we are better positioned to deliver more reliable and competitive solutions across Singapore and Southeast Asia.”
The transaction also establishes a platform for future collaboration between Aster and PCS in naphtha procurement, leveraging the existing interconnecting pipeline network.
PCS, a longstanding pillar in Singapore’s essential chemicals sector, operates two naphtha crackers on Jurong Island, with a combined annual production capacity of 1.1 million tonnes of ethylene and 590,000 tonnes of propylene.
This latest acquisition follows Aster’s recent announcement of its purchase of Chevron Phillips Singapore Chemicals, underscoring the company’s sustained momentum in executing its growth roadmap under the joint stewardship of Chandra Asri and Glencore.
