Update: India lowered ADD rates on Taiyo Vinyl after verification clears deficiencies

India’s Ministry of Commerce and Industry has revised the anti-dumping duty (ADD) imposed on Japan’s Taiyo Vinyl Corporation after a verification review cleared earlier deficiencies in the company’s submissions.

According to a notification issued on 29 October 2025, the duty on Taiyo Vinyl has been reduced to USD 64/ton from the previously determined USD 87/ton under the final findings announced in August.

The revision followed a detailed desk verification conducted by the Directorate General of Trade Remedies (DGTR), which confirmed that Taiyo Vinyl’s responses were complete and accurate in all material aspects. The company’s initial submission had been rejected during the preliminary phase due to certain discrepancies, prompting the Authority to re-examine the case.

Based on the verified data, the DGTR accepted the producer’s response and recalculated the normal value and export price, leading to a lower duty that more accurately reflects the company’s trade practices.

The development comes after India’s final findings on 14 August 2025 in the anti-dumping investigation into imports of suspension-grade PVC from seven countries. Most exporters from six of these countries saw reduced ADD compared with the preliminary determinations, while duties on Chinese producers were increased.

Market participants said the revised measures could take effect as early as 6 November 2025 and are expected to remain in force for five years.
