India Issues Final Ruling on ADD Investigation into PVC Imports from Seven Countries
The Indian Ministry of Commerce and Industry has issued its long-awaited final ruling on the anti-dumping investigation into PVC imports, concluding on 14 August that shipments from seven countries — China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the United States — have caused material injury to the domestic industry.
As a result, the Ministry has recommended the imposition of anti-dumping duties (ADD), with Chinese suppliers facing steeper rates than those proposed in the preliminary findings. Market participants are now awaiting the Ministry of Finance’s formal notification, which will confirm the implementation timeline.

The ruling has injected fresh volatility into India’s PVC market. Some buyers rushed to secure Chinese cargoes for prompt shipment ahead of the duties, while others considered such purchases too risky. A leading Taiwanese producer is expected to postpone its September price announcement , possibly until next week as it gauges market reactions. The maker is widely expected to raise offers, capitalizing on higher demand for cargoes subject to lower ADD rates.
Meanwhile, Chinese exporters — facing ADD of $122–232/ton — are anticipated to redirect shipments to alternative destinations. China exported more than 1.3 million tons of PVC to India in 2024, underlining the significance of the ruling for trade flows.
