Russian polyolefin build out slips further as Sibur-Sinopec’s flagship complex fire deepens gap
A fire and explosion at a near ready Sibur-Sinopec’s joint petrochemical complex in Russia's Far East has cast a shadow over the country's broader polyolefin expansion push, striking just weeks after an earlier strike curbed output at its largest existing site and leaving the producer's entire 2027 growth pipeline under a cloud. The flagship export project, designed to be one of the largest single site polymer complexes anywhere, now looks set to slip well past its original startup window, while the neighbouring site hit by the earlier disruption continues to run at reduced rates rather than full capacity.
Industry watchers say the timing is especially costly given how close the newer facility was to shipping its first cargoes into China and Southeast Asia, and the setback raises the question of how much further slippage sits across the producer's other capacity additions still slated for next year. With one major export source facing an open ended delay and another running below nameplate, the window for Asian buyers positioning around a wave of competitively priced Russian material looks set to narrow through the remainder of the year.

Saudi PE offers into Vietnam extract steep premiums as supply vacuum tightens
A major Saudi producer has pushed its September PE offers into Vietnam to sharp premiums over neighbouring Asian levels, leaning on a domestic supply gap, even as some grades saw final settlements pull back from initial bid indications. Local converters are covering only a portion of normal monthly volumes at these levels while looking to cheaper Chinese material to bridge the rest, and that gap has already drawn Chinese traders into an active cash flow, lifting their own re-export offers to track the Middle East benchmark.
The underlying vulnerability traces back to an extended domestic capacity outage compounded by freight congestion across regional straits and weather related port delays, leaving little near term relief on the supply side. Still, with underlying demand thin through the seasonal lull and larger volumes of bonded and deep sea cargo expected to land in the weeks ahead, the current price strength looks more fragile than it appears, and a correction lower is the signal to watch for into late September.
