Saudi Aramco and TotalEnergies awarded EPC contracts to build a mega petrochemical complex in Jubail
The new petrochemical complex with an estimated investment of $11 billion, named Amiral is built to utilize the off-gases and naphtha from the SATORP refinery

Following the final investment decision in December 2022, Saudi Aramco and TotalEnergies have awarded contracts to construct a greenfield petrochemical complex in Jubail, Saudi Arabia, which is to be integrated into the existing refinery facility.
At the moment, the two oil and gas giants operate a joint venture Saudi Aramco Total Refinery & Petrochemicals Co’s (SATORP) 460,000 b/d full-conversion refinery at the adjacent location.
The new petrochemical complex with an estimated investment of $11 billion, named Amiral is built to utilize the off-gases and naphtha, as well as ethane and natural gasoline from the SATORP refinery to convert to high-demand chemicals.
The plant houses a mixed feed cracker, capable of producing 1.65 million tons/year of ethylene. Downstream units comprise two PE lines, each having an annual output of 500,000 tons/year. The project will also include butadiene and aromatic extraction units.
The producer targets to commence commercial production in 2027.
Contractors involved in the construction of the plant:
1. Hyundai Engineering & Construction for the mixed-feed cracker
2. Maire Tecnimont SPA for the two PE units, using the Advanced Dual Loop technology co-developed by TotalEnergies and Chevron Phillips Chemical
3. Sinopec Engineering Group Saudi for the tank farm and integration works with the refinery.
