India postpones the implementation of Quality Control Orders on PP and PVC

The Indian Central Government has decided to postpone the implementation of the Quality Control Orders (QCO) for Polypropylene (PP) and Polyvinyl Chloride (PVC) by four months, according to an official statement published in The Gazette of India. 

Initially set to take effect on 26 August 2024, the enforcement date has now been pushed back to 24 December 2024, following consultations with the Bureau of Indian Standards (BIS).

Market participants, particularly from the PVC segment, have been closely monitoring the regulatory developments. Buyers have voiced serious apprehensions regarding the supply outlook, given the stringent certification requirements. As of 20 August 2024, only twelve overseas PVC plants had secured the necessary quality certification from BIS—a fraction of the overall supply chain.

The postponement is seen as a temporary reprieve, allowing additional time for suppliers to navigate the complex application and approval process before 24 December.
