Indonesia imposed anti-dumping duties on the import of BOPP end-products from two countries

Indonesia’s Finance Ministry, through Circular No. 60/2024, has imposed anti-dumping duties (ADD) on the import of Biaxially Oriented Polypropylene (BOPP) products originating from Malaysia and China, effective September 6, 2024. 

The new regulation targets BOPP films classified under tariff heading 3920.20.10, as well as plates, sheets, foils, and other strips under headings 3920.20.91. This policy will remain in effect for a five-year period.

The following table details the affected companies from Malaysia and China and their respective ADD rates. 

The decision follows an investigation by the Indonesian Anti-Dumping Committee (KADI), which concluded that significant dumping practices by Malaysian and Chinese exporters have been detrimental to Indonesia’s domestic BOPP industry. According to the Finance Ministry’s statement, there is clear evidence linking these dumping activities to material harm suffered by local manufacturers, compelling the government to intervene with protective measures.

In a related development, Indonesia is conducting a sunset review of existing ADD measures on BOPP imports from Thailand and Vietnam under tariff headings 3920.20.10, 3920.20.91, and 3920.20.99. This review could result in the extension, adjustment, or termination of duties on imports from these countries, depending on the findings.
