India has postponed the implementation of its Bureau of Indian Standards (BIS) Quality Control Order (QCO) on PP and PVC to 24 December 2025, according to an official notice from the Ministry of Chemicals and Fertilizers dated 20 June. This marks the third extension of the compliance deadline, highlighting persistent challenges in enforcing the mandate across complex supply chains.
The QCO initiative, first introduced in 2021, is part of a broader regulatory effort to tighten quality standards for polymer raw materials and chemicals entering the Indian market. While the mandate for PE and EVA came into force on 5 January 2024 after nearly three years of preparation, the rollout for PP and PVC has faced repeated setbacks, reflecting the operational difficulties in aligning global producers with India's certification framework.
Under the QCO, manufacturers must obtain BIS certification through a rigorous process that includes application vetting and in-person plant inspections. Only certified suppliers are allowed to mark their packaging with the BIS standard for Indian-bound cargoes. Shipments redirected to other markets require additional clearance from the Indian Customs Department.
Market players in India’s PVC sector have grown increasingly wary in recent weeks amid ambiguity surrounding the certification timeline. The regulatory uncertainty has discouraged purchases from select origins, inadvertently pushing prices higher.
