Qatar Vinyl Co to launch nation’s first PVC plant in September 2025
Originally announced in April 2022 and approved later that October, the PVC project is being developed under a newly formed joint venture

Qatar Vinyl Co (QVC) is poised to commence operations at the country’s first domestic polyvinyl chloride (PVC) plant in Mesaieed by September 2025. With a nameplate capacity of 350,000 tons/year, the facility marks a strategic milestone in Qatar’s industrial diversification and is expected to alter the nation's footprint in the global vinyl market.
The new plant will be fully integrated with QVC’s existing production assets in Mesaieed, which include 355,000 tons/year of VCM, 180,000 tons/year of EDC, and 370,000 tons/year of caustic soda. This vertical integration is designed to enhance operational efficiency and optimise value chain synergies across chlorine and vinyl production.
Originally announced in April 2022 and approved later that October, the PVC project is being developed under a newly formed joint venture between Mesaieed Petrochemical Holding Company (MPHC) and Industries Qatar.
QVC currently operates as a joint venture comprising MPHC (55.2%) and Qatar Petrochemical Company (QAPCO) — a subsidiary of Industries Qatar — with a 31.9% shareholding, and QatarEnergy, which holds the remaining 12.9% stake.
Industry insiders said Industries Qatar is set to acquire the12.9% stake from Qatar Energy by May 2026, boosting its total ownership of QVC to 44.8%.
Market sources anticipate that a significant portion of the production output will be directed toward export markets, with Europe emerging as the primary target. Amid evolving trade flows and supply diversification efforts in the region, European buyers are likely to view the new Qatari material as a competitive alternative.
