India has granted a third extension to the deadline for concluding its anti-dumping investigation into imports of polyvinyl chloride (PVC) suspension resins from seven countries. The investigation, initiated in March 2024, followed a joint petition by domestic producers Chemplast Cuddalore Vinyls Limited (CCVL), DCM Shriram Limited, and DCW Limited, who alleged that a surge in low-cost imports had caused material injury to the local industry.

Preliminary findings, released on 30 October 2024, recommended the imposition of substantial anti-dumping duties on producers from China, Indonesia, Japan, South Korea, Taiwan, Thailand, and the United States. In an official statement signed on 24 May 2025, the Directorate General of Trade Remedies (DGTR) set a revised deadline for the final determination on 25 September 2025.

The extension comes amid weak domestic demand, attributed to seasonal monsoon-related slowdowns and broader structural softness in the Indian market. While some sources view the downturn as cyclical, others suggest a more persistent deceleration may be underway.

In response to the subdued conditions, downstream players—including converters and traders—have reportedly been reducing inventories, further limiting procurement activity.

Market participants are closely monitoring developments at the DGTR, now under new leadership. Several stakeholders have raised concerns that the already protracted process may face further delays, given the DGTR’s expanded mandate.

Until a final ruling is issued, the Indian PVC market is expected to remain largely tepid, with cautious sentiment prevailing.
