Thailand launches safeguard probe into PP imports
Thailand’s Department of Foreign Trade has launched a safeguard investigation into PP imports, following complaints from domestic producers
Departemen Perdagangan Luar Negeri Thailand telah meluncurkan penyelidikan tindakan pengamanan terhadap impor PP, menyusul keluhan dari produsen domestik bahwa lonjakan arus masuk telah menyebabkan kerugian material bagi industri lokal.
Penyelidikan ini disetujui pada 8 Agustus oleh Komite Pertimbangan Tindakan Pengamanan berdasarkan Undang-Undang Tindakan Pengamanan Terhadap Peningkatan Impor Tahun 2007, dan dimulai setelah adanya petisi dari HMC Polymers Co., Thai Polyethylene Co., dan IRPC Public Co. Ketiga perusahaan ini secara kolektif menyumbang lebih dari seperempat kapasitas produksi PP di Thailand.
Penyelidikan mencakup produk PP yang diklasifikasikan di bawah tiga kode HS, yaitu 3902.10 (homo-PP), 3902.30 (PP kopolimer), dan 3902.90 (PP lainnya) dalam Dekrit Tarif Kepabeanan B.E. 2530 (1987) dan amandemennya seperti dijelaskan berikut:

Data yang disampaikan dalam petisi menunjukkan bahwa impor homo-PP Thailand meningkat 71% dalam tiga tahun, dari 228.365 ton pada tahun 2020 menjadi 390.583 ton pada tahun 2023. Tren kenaikan ini berlanjut pada 2024, dengan volume dalam sembilan bulan pertama naik 18% dibanding tahun sebelumnya menjadi 351.764 ton.
Pejabat menyatakan bahwa bukti yang disampaikan menunjukkan penurunan penjualan, penurunan pemanfaatan kapasitas, dan kerugian keuangan yang berkelanjutan di kalangan produsen dalam negeri, dengan lonjakan impor—terutama dari China—menggerus daya saing.

Namun, Thailand masih menjadi pengekspor bersih PP. Pada 2024, negara tersebut mengekspor 928.048 ton homo-PP dan 314.028 ton PPBC, dibandingkan dengan volume impor sebesar 323.316 ton dan 115.901 ton—hampir tiga kali lebih besar. Ketidakseimbangan ini menimbulkan pertanyaan apakah tindakan pengamanan yang diusulkan akan mengarahkan lebih banyak output ke pasar domestik atau justru menyebabkan pengurangan ekspor.
Hasil dari penyelidikan ini akan menentukan apakah bea masuk anti dumping ini akan diberlakukan untuk menahan impor, sebuah keputusan yang dapat mengubah aliran perdagangan PP di Asia Tenggara dan menyeimbangkan kembali antara ekspor dan pasokan domestik Thailand.
