Update: India further delays PP Quality Control Order to April 2026

India’s Ministry of Chemicals and Fertilizers has once again deferred the implementation of the Quality Control Order (QCO) for PP, pushing the mandate’s enforcement date to 24 April 2026.

The QCO, first announced in 2021, has faced multiple postponements — previously in December 2024 and June 2025 — as authorities continue to fine-tune compliance procedures and accommodate industry feedback.

Under the mandate, all manufacturers and exporters of Indian-bound PP are required to obtain certification from the Bureau of Indian Standards (BIS). The process involves application reviews and in-person plant inspections before approval is granted.

Only certified producers can affix the BIS standard mark on their packaging for shipments to India. Any redirection of cargoes to other destinations requires additional clearance from Indian Customs.

In contrast, QCOs for PE and EVA have already taken effect, while implementation for PVC is scheduled to begin on 24 December 2025.
