China initiates anti-dumping investigation on import PVC from the USA

The Chinese Ministry of Commerce on 25 September 2020 announced that it has initiated an anti-dumping investigation on the import of PVC (HS code: 39041090) originated from the USA in Circular No. 40. 

The investigation would take one year to complete before the Ministry publishes its findings and final decisions. However, the investigation could be extended to 25 March 2022 under special circumstances. 

Previously, the Chinese government eradicated all anti-dumping duties (ADD) imposed on the import of PVC from four countries, including the USA, Japan, Taiwan, and South Korea on 29 September 2019. Prior to the termination, the USA PVC imported to China would face between 11-83% of ADD, yet the USA remained the top three PVC suppliers to China over the past several years.
