Indian government to enforce quality control on PE materials

In an announcement on the Official Gazette on 15 April 2021, the Indian government decided to implement the Quality Control Order on various plastic raw materials and chemicals, which include polyethylene (PE). 

The Order that would come into effect 180 days from the date of the official announcement, required both local and international producers to conform to standards set by the Bureau of Indian Standard (BIS) IS 7328:2020, from which the products must bear the Standard Mark under a license from the Indian authorities.

According to the notification to the World Trade Organization, four PE grades, bearing HS code 39011090, 39019090, 39011010, and 39012000 are subjected to the new regulations.

Both local and foreign suppliers would have to submit an application for use of the Standard Mark on the products, which could take up to 30 days for local producers and up to six months for foreign producers to obtain the BIS license. 

Many market participants are still confused over the differences between the Indian Standard (IS) and the International Standard (ISO) that many suppliers have obtained. 

Meanwhile, sources are watching out for the potential impact on the near to medium-term outlook as a result of the new Order.
