Malaysia’s major producer hikes for fourth consecutive round; PP hikes outpace PE

Malaysian major pushed a fourth consecutive round of hikes in November, with PP increases outpacing PE as record-high propylene prices and domestic supply disruptions supported sellers’ push for higher prices. However, weak downstream demand continues to limit buyers’ appetite for fresh purchases, with many converters focusing on immediate requirements despite expectations of further cost pressure.

PP buyers broadly accepted the latest increases as tight domestic availability left limited room to negotiate, while PE buyers remained more resistant to higher offers. Rising raw material costs are also squeezing converter margins, raising the prospect of end-product price hikes as manufacturers look to recover higher production costs. Converters now are weighing whether it possible to pass on higher costs before a slowdown in restocking puts renewed pressure on margins.

India proposes duties on Chinese PVC imports amid rising pressure on local producers

India has recommended countervailing duties on PVC suspension resin imports from China, following findings that subsidised imports had caused injury to domestic producers. The proposed duties of $83.72–143.82/ton are pending approval from the Ministry of Finance.

Chinese imports now account for over half of India’s PVC imports, with falling landed prices intensifying competition for domestic producers. However, varying duty rates could leave some Chinese exporters with a competitive advantage over others if the measures are approved.

The move could also shift Indian buying interest towards alternative origins as importers reassess sourcing options. Market participants are watching whether the proposed duties will curb Chinese supplies or redirect demand towards other regional suppliers.
